Projekta budžets:  plānotais projekta budžets 842 025,33 EUR; Rīgas plānošanas reģiona, kā projekta partnera budžets 82 062,58 EUR. Programmas līdzfinansējums: 95% no projekta attiecināmajām izmaksām.

Projekta mērķis: ENERGATE mērķis ir veicināt efektīva, IKT risinājumā balstīta energoefektivitātes (EE) tirgus izveidi, kurā apvienoti energopakalpojumi un finanšu instrumenti, lai paātrinātu ēku renovācijas tempu sekmējot finansējuma pieejamību.

Energoefektivitātei (EE) ir būtiska nozīme rentablā pārejā uz dekarbonizētu un uzticamu energosistēmu. Eiropas Komisija energoefektivitāti ir pasludinājusi par Enerģētikas Savienības pamatpīlāru – “Efficiency First” (E1st) – šis princips ieņem galveno lomu visos Eiropas Savienības valstu klimata un enerģētikas plānos.

Renovācijas tempi ēku energoefektivitātes uzlabošanai ir nepietiekoši. Nepieciešama aktīva rīcība, jo lielākais enerģijas patērētājs Eiropā ir tieši ēkas.  Energoefektivitātes renovācijas tempu paaugstināšanai ir nepieciešama investīciju resursu mobiliziācija apvienojot privāto un publisko finansējumu, kā arī standartizējot renovācijas investīcijas projektus, kas atvieglotu investoru lēmumu pieņemšanas procesu un sekmētu finanšu instrumentu piesaisti.

Projekta ietvaros plānots izveidot ENERGATE platformu, kur:

• privātie un publiskie ēku īpašnieki publisko standartizētus renovācijas projektus potenciālajiem investoriem vai atbilstošiem finanšu instrumentiem ar mērķi īstenot savus Ilgtspējīgas enerģētikas rīcības plānus (SEAPs) vai Ilgtspējīgas enerģētikas un klimata rīcības plānus (SECAPs);
• ēku renovācijas standarta projektu kopumu veidos izvērtējot projektu tipoloģiju, pamatotību un finanšu plūsmas, lai tos varētu piedāvāt investoriem un finansēšanas instrumentu piesaistei, kas tostarp izvērtēs ar enerģētiku nesaistītus ieguvumus: papildus pakalpojumus, digitālos pakalpojumu u. c.;.
• investīciju projektu apkopošanu (pooling) atbilstoši nodrošinājumam un attiecīgā finanšu instrumenta (privāts vai publisks) nosacījumiem;
• novērtēšana un atgriezeniskā saite veicot pieteikto investīciju projektu dzīvotspēju un lietderību veidojot saikni ar citiem ES finanašu projektiem, kas izmanto “lielos datus” ēku renovācijas investīciju projektu īstenošanā.

Project title: Energy Efficiency Aggregation platform for Sustainable Investments

Project objective: ENERGATE aims to facilitate the creation of an effective, ICT-enabled, energy efficiency marketplace bringing together energy services and sustainable finance to accelerate the renovation rate of buildings by increasing the chances for projects to be financed.

ENERGATE aims to integrate into a single, robust, ICT- enabled solution different stages of the building EE project cycle by enabling and implementing:

• A large (standardized) project development facility in which EE project sponsors and project owners or private or public entities (e.g. through their Sustainable Energy Action Plan (SEAPs)/Sustainable Energy and Climate Action Plans (SECAPs) building EE measures) may be able to announce their projects in a structured manner, that takes into account standardisation of information and eligibility for different financing tools.
• An aggregation, due diligence, and cash flow enhancement process, where projects and measures shall be packaged and enhanced appropriately, to be offered to financiers. This process shall include the quantification of non-energy benefits, as well as the use of additional services e.g., digital services, flexibility offers, etc.
• A securitisation process that would enable the financial aggregation and conditioning to appropriate finance categories depending on predefined types of finance e.g. private vs public.
• Appropriate feedback loops that would measure the impact of the ENERGATE platform i.e. by means of suitable M&V process, which will also serve as data population and analytics mechanism in order to enhance the outreach of DEEP platform, as well as to continuously increasing the conditioning a KPIs database. The latter should also be useful for automated pre-checks of feasibility and for evidence-based feedback to financiers based-on real life building EE investments.
• ENERGATE, with due care to data privacy requirements, will enable added value services to all of its users, by enabling business matchmaking, quality assessments and rankings and generally facilitate data and information exchange, so as to achieve liquidity, credibility, transparency and also expansion to other sectors e.g. EVs, industry, etc. To this end ENERGATE will establish connections with on-going EU-finance projects working on Big Data for buildings, data-driven building energy performance with a view to tap into emerging data marketplaces relevant platforms.

 ENERGATE envisions to transform the complex set of decision-making actions for targeted groups, even to non-experts, into a user-friendly and single-entry service.

PROJECT SUMMARY

Energy efficiency (EE) is fundamental for the cost-effective transition towards a decarbonised and reliable energy system. The European Commission has adopted energy efficiency as a pillar of the Energy Union with the “Efficiency First” (E1st) as a guiding principle underlining it, in which E1st should play a central role in all national plans and reports to the Energy Union.

Specific to EE in buildings this is reflected by the current insufficient trends observed in the renovation rates of buildings, which reveal the urgent need for action since this is the largest consumer of energy in Europe.

To address this appropriate implementation of EE measures which are adopted by the majority of final energy users is a must. However, a combination of public and private funding through innovative financing instruments is required to overcome current barriers that prevent mobilization of necessary investments.

Although the European Union is taking tangible steps to leverage private funding in EE investments as can be observed from recent initiatives for the standardization and benchmarking of sustainable EE investments and smart energy services. A definite lack of capital flowing to the renovation of the current building stock is still present and is supported by the total value brought by interventions that remain untapped due to lack of funding.
